Don't you have to put at least one "real" weapon on your dedicted PDC ships in order to get them to target anything at all?

He's probably playing tactical combat. In strategic combat, you are right; ships with only PDC are viewed by the game engine as "without weapons" so they run like a girlie during combat. That is solved by giving them at least one "weapon". No offense to girlies...
