Rioting Population

A while back, we were told by a beta tester (posting on this forum) that troops incense the population more! 8/

You need to put 10+ ships in orbit over the planet, and the effect isn't always instantaneous.

Also, build Urban Pacification Centers (get them through Psychology -> Applied Poli Sci). If you capture a planet, or a system surrenders to you, *immediately* emergency-build one of these on at least one of the planets in the system. That can save you a lot of grief.
