I maintain that it is and define it thus:

It is the adjective one applies to eccentric, peripheral or otherwise skewed or screwy people or phenomenon. Mildly pejorative, but often with an element of amusement or affection.

Definately a word. kook - An eccentric, zany person according to American Heritage. Kooky - adj.
Those two words describe just about everyone I work with!
