It is already changed. Att reduction is based on weapon length. Some units are ambidextrous (especially the nataraja) and do not suffer as badly from wielding more than one weapon.

The reduction applies to both the original weapons and new ones. Thus it might be better to equip assassins with multiple forged weapons than an ordinary commander.
