If you trust the "to-hit bonus" calculation switch in the ship design menu, they do stack.
It says my LC has +10 defence. When I add ECM III, it says +70. When I add stealth armor it says +85. When I then add scattering armor, it says +100.
I believe that it does stack, because I went up against a max-tech Phong DN in a crap-tech LC, it was hitting all the time. When I added both armors, they finally started to miss about a third of their shots.

I wish the offensive and defensive bonus you get for racial bonuses would also show up when your making a new ship.

The relevent section of history.txt..
"26. Fixed - Combat modifiers were not always added together but instead were maxed during combat.
28. Added - Added a to-hit modifier display in the Add\Edit Design Window."

When editing a hull, the buttons go:
"Comp type" (menu)
"Weap Mount" (menu)
-spaces-
"To Hit Modifiers" (toggle)
"Condensed view" (toggle)
"Only latest" (toggle)
etc.
What it does is switch the "shields/cargo/supply" stat into "offence/defence" modifiers.
