Casting certain spells

We need a longer spell casting command list. Or a spell grouping of:
CAST THESE --- DO NOT CAST THESE

I would like a little toggle for each spell in the spell list that would stop any mage from casting that spell ever, unless specifically told to. Even if it is the only thing they can cast. Like breath of winter and sometimes fireball.
