Not with boots, as boots 'casts' that spell on wielder. But it DOES stack with heroic quickness, and IIRC also with the W9 bless...

2) Someone mentioned 40 AP's or 80 AP's. How do you tell how many AP's your commander has?

Movement is shown as Strategic/AP, I think. I am not sure and won't check it, I don't want to get stuck on the computer as it is late here. In any case, if you right-click where they are shown you will get more spesific window that shows, in percents, the effectiveness of heroic quickness. 50% and up.
