It needs quite a few corpses, I think. Once it becomes Unfettered, it becomes an independent commander.

Hit points increase with its feeding, even past Unfettered if memory serves. I think I once messed around with an Eater of the Dead in an SP game and got it to exceed 1000 hp as an Unfettered feasting around an enemy's capital.
