I think the 'disappearing fleet' problem is a bug, since I am able to do this under v1.30, but not under v1.41. The current 'workaround' is as TaeraRepublic says, use existing fleets.
Re Strategies: When you design a ship, you can select a "ship strategy" for that design. In the simulator, there is also a "strategy" option for each race which apparently is supposed to apply to fleets though maybe just to each race's ships in general (it's not specified, and you can select it even if no fleets are designated). However, I have not had much success determining if EITHER of the strategies (ship or fleet) are at work. More testing is needed, so please let us know what you can determine. Provide details so others can try to duplicate and confirm.
