Yes, a bit gamey. But hard to stop/control. I have a theory about setting up guidlines that can't be "monitored". So, if one said no pop-trading, and you found a planet that had pop of one empire on a planet of another, how could you said someone violated the pop-trading rule if you can't prove they didn't capture a planet and transfer pop?

I wish there were more controls for setting up a game

so that checking a box stopped it and not depending on players to.

I haven't come across very many players of SE4 that would blatantly violate house rules like that...
