Actually, no, there's not; at least not that I've found. I usually get ticked at the AI and glass their planets out of spite anyway. I hate dealing with unruly population, and to me it's worth it to replace with my own, unless I've got a significant happiness bonus or it's an outpost in a system I already have colonized.
