It wasn't so much that they were stupid as corrupt and over confident. The humans would have never been close to even winning their indepenadance if it weren't that most of the Psyclo's were too busy covering their own arses and trying to figure out how to get personal advancment out of every situation. The part about wiping out the entire Psyclo empire in one fell swoop was a little hokey, but Hubbard was just trying to make a point about a soceity that depends too heavily on technology being primed for a catastrophic fall.
Every civilization eventually falls. It's not a matter of a lack of intelligence. Would you say "If the Romans were so stupid as to allow a bunch of little backwards tribal nations to wipe them out, how could they have conquered the all that territory to begin with?" The Psyclo's, like the Romans were an old empire. They had held earth for a thousand years. Who knows how long they had been in power on other worlds before that. The corrupt, self-interested psyclos that allowed themselves to be overthrown weren't the same ruthlessly efficent Psychlo's that had conquered all those planets thousands of years before.
