 Forgive the 'newbie' question     
Just downloaded some mods but I am confused if they are being used my the SE4 program???? Is there anywhere a description of how mods work and a way to turn them on and off???

 What you want is Matryx's mod launcher. You run it from windows and it lets you select which mod you want to use. It also displays a little information about som of them. Then you just click "play SEIV" and it will run the game with your chosen mod. It has other features too=-) 
Put a few searches into this forum to find the mod launcher. Assuming your mods are installed correctly (and that they're fairly modern ones which don't overwrite the original files), installing the launcher is just a matter of unzipping it to your SE4 directory and creating an icon for it.
 
The alternative is changing the path.txt file every time you want to change mod. Not fun.

 You dont turn mods on and off that easily. You turn on a mod by copying the files in the mod's directory into the same place in your game directory.  
You have a mod that deals with componenets. It has new comps and files to make those comps work. You get the names of the files in the mod, copy those files, then paste them in the SEIV game files that have the same name. 
Mod files: 
compmod/data/componentstxt 
copy and paste over: 
shrapnelgames/malfador/SEIV/data/components.txt
 
The way to turn off a mod is to make a copy of the original files that you're replaceing, then copy and paste them back into the game when you dont want to use the mod anymore. Or reinstall the whole game.

 Maverick - don't you have the mod launcher? You don't have to re-install the whole game any more.

 Oh Maverick. How long have you been doing it that way? You are SO doing it the hard way. Even without the Mod launcher the most you should be doing is rewriting the path.txt file. 
 With the Mod launcher though, it's just point and click.
