29. Any form of using black holes as an offensive weapon extensively, especially when used in systems not originally your own before hostilities broke out.
Ecologically unsound, and environmentally destructive, blackhole-filled galaxies are not much fun to play in, and such a tactic denies any future rebuilding effort should peace be made again, except for the expensive and time-consuming investment of using black hole neutralizers, star creators, and then building ring/sphere worlds in the empty systems.
Star destroyers should be the limit in offensive Stellar Manipulation weapon use, as at least with a destroyed star, planets can be made out of the asteroids again during peacetime.
