Lenient arty game mechanics?

Andy there is an attacment (test scen) on post:

I retreated the Russian Gvozdigas offmap (minus 1 which remained onmap). The next turn (after the retreat) they were available on the arty screen and fired as normal offmap arty.

All other info as per the above post.
For a moment I thought that everybody knew this except me.
