An image editing programme, such as I think Paint Shop Pro (I lost my copy of it in the move and have not replaced yet) that can save as LBM an also can load pallettes.

Irfanview can read them, but not write them. I have "the Gimp" loaded for evaluation, but it cannot read them, so that programme looks like it is for the chop

Paint Shop Pro (there is a try it out option, and Corel seem to have taken it over now)
