I've based the figures on comparable unguided FAE weapons (RPO-Z, TBG-7V on RPG-7...), factoring in the warhead caliber to get a damage scale. That gave me an artificially impressive HEK of 70 for the Kornet with its 152mm head. Ataka/Vikhr missiles have values between 50 and 60.
The HE penetration is kept low (between 6 and 12) to avoid unrealistic anti-armor 'pile-ups' against light-armor targets in the same hex.
