On 1- you don't lose construction time. When you replace the item at the front of the que, the time remaining will shoot up, but it'll go back down when that item returns to the front of the line.

Since you are testing…
Do you still lose the minerals, organics, and radioactives? Do you take a time penalty if the queue is in emergency build and you change projects?

I would think it should, you need to take some kind of penalty right? Some manner to represent the time your empire spent preparing for the construction.
