Production Woes
I know I'm getting some kind of global nuke cast at my capital in this one MP game that causes unrest, and I'm trying to patrol to counter it (but there's a *lot* of unrest, 100+).
My question is this, is there some threshold at which units simply will not be produced in a province? For some reason, I've had units sitting in the stupid que to be built for several turns. I have plenty of resources and gold, but they never get made.

At 100 unrest things stop being built.
Under 100 the building will happen as normal.

Any chance of spies or bards doing this to you? You have to patrol very hard to get rid of the very high levels. Depending on your magic, summoning some flying units could help you in this situation, they arrive exactly where you need them. I am sure you are also dropping your taxes manually as well, the auto tax feature does not handle agressive unrest attacks as well as a person can.
Good luck, I hope you are not too dependent on capital only troops...

Setting tax to zero on your home province is important, like Saxon says. That will reduce unrest by 33 per turn all by itself. If you let the computer handle the taxes for you it will only go as low as 50%.
