You could easily add ONE medium and ONE high-level tower to the PD, by replacing the commanders. For most nations, the towers would be more useful than the commanders, even though low-level mages are a bit more common as the PD 20+ commander.

They might be more useful, but I'd be sad to see the commanders replaced entirely.

What about a commander *inside* of a tower? (E.g., mark the tower as a commander.) I presume you'd be sad about replacing the commanders in case all the genuine army commanders get killed. If you're sad because you like the flavor of e.g. a Bandar Commander in the field this won't help.
