With 100 gems AFAIK. Pretty confident. Just whip up a quick test game to confirm it.

A lot easier said than done - especially since the dispel/replace mechanism involves some luck.

it's only one OE die though, overcoming even a 20 gem differential would be less than a 1% chance.

20 gem difference = 4 levels of disparity caused by item magic boosters... I don't have a game I can whip up to replicate that scenario.
