Pretty much. It's even simpler than that if you choose to use one the existing graphics pics like I have.

Planetary Grav Shield only protects against the SW's Deathstar instant-death type weapons. Given one of these, your planet cannot be blown apart into asteroids (until the facility is destroyed)

The Massive Planetary Shields are like ship shields. They absorb damage during combat, preventing the plasma bombs and antimatter torpedoes and wave motion guns from flattening your colony and weapon platforms and stuff.

Actually it is related, but only slightly.
Researching shields level 14 to 16 gives you Large Planetary Shield Generators (no ifs ands or buts).
If you discover a ruins, you get Massive planetary shield generators, which are roughly 50% stronger, and only require shield tech 3,6 or 9 for the three levels of generator.
The level 3 facility in each Category provides phased shield points to the planet.
