Spell Question: Mind Hunt interception

But were you unlucky? Or was Rlyeh just very clever, I am not sure.

We know that in both battle and movement it is not random who goes first. The mages/commanders act in the order they are listed. So if Rlyeh had alot of S4's in one place would him sending the top one, with the lowest unit number I believe, vastly increase his chances of that mage casting his ritual before yours?

I am not sure wether this is true or not, anyone know for sure?
