Repair points

Is there a way to reduce repair points to almost nothing? For example, if I have a battalion sized force, I would want to restrict repair points to a maximum of maybe 200 after every battle, rather than the more normal couple of thousand.

Bear in mind, I always generate campaigns on the "hardest" setting (-20% repair points), I just want to be able to decrease that to -80% or -90%).
