It wouldn't be bad to give them some advanced research, production, building, etc. facilities. That way, they'd have a better chance at survival and could support larger fleets. Of course, some editing of the politics files would be necessary, so human players don't just take advantage of the better techs.

As for new pics for the neutrals: strip the AI from another race (with permission) then add your own AI. Or what I did for the Orion Faction originally was re-color the default shipset...
or get Doga L2 or L3 and make your own 
There may be others who make neutral races...

There are several new neutral AIs in the B5 mod - some with a few unique ships even The AI should work with standard 1.49, as yet there are no specific research files. |
