Default prov to zero resources

The attach pic shows a prov with mountains yet providing zero resources. The scales are not bad. I know it originally had resources. Any idea what is going on here? I'm sure I'll have a DOH! moment when I hear back..

Does that province have a bunch of forts around it? They could be sucking all the resources out.

Indeed, forts take away neighboring provinces resources depending on the admin value of the fort (so, admin20 castle will take 20% and admin 50 fortified city will take 50%), so two neighboring fortified cities would deplete all the resources of one province.

Does that take 50% of the halved resources or 50% of actual resources? Meh, it's been a while.

I think...

A province without a fort only allows you to use 50% of it's resources (e.g. a 82 resource province tells you it has 41). Put a fort on, you get the whole 100%.

If you put forts next to the province, I think they first suck out the "inaccessible" 50%, and then once over 50% you'll start seeing a resource decrease.
