Of course not, you attack the nation and kill the caster.

You usually cast those spells when you know you're going down, at which point you'll invest in them as much as you possibly can, which of course makes it very hard to dispel.
Or when you're least affected by them ( eg. giants casting BoT, blood nations casting Utterdark etc) and they very well may bring you victory, in which case you'll invest in them as much as you can afford to as well.

Everyone considers such spells a breach of NAP and will immediately attack a nation with such a global, and everyone who thinks otherwise doesn't understand the concept of a NAP.

In most cases dispel doesn't work. It either fails, or the spell get recasted once it's dispeled.
I like to use those spells as parting gifts if too many players get greedy and attack me all at once.

Doesnt Utterdark raise unrest to the point bloodhunting becomes impossible?
