Yes, they went down from 50-60 to 25ish IIRC. Should be in the release notes somewhere - if not a quick perusal of Mobhack should show the new numbers.

Not so massively effective on modern MBT with decent top armour, but will still have an effect on light armour and 60's tanks etc.
