Another bug is:

Number of Tech Req := 1
Tech Area Req 1 := Advanced Military Science
Tech Level Req 1 := 1
Tech Area Req 2 := Specialized Ships
Tech Level Req 2 := 1

The second requirement is being ignored because the Number of tech requirements is only ONE.
