This happens every time there is a plague, it's jsut that plagues happen so rarely you didn't see it before. I am not sure if it's by design or inadvertant. If you look at the events file it says in there that the message is sent to all planets in the system, it doesn't limit it to same empire.
You can also see the planet is plagued by clicking on it I believe.
