Actually, only 1 of the 10 Nebula systems (both Storm and Nebulae entries in systemtypes.txt) is impervious to all scanners. Level 2 scanners will penetrate 8 of the types. Level 3 are required to penetrate 1 type.

Can I assume level 3 scanners ALSO penetrate the 8 level 2 types? And be Correct? (1 additional type)

Yes. A scanner can scan all cloaking of its level and below.
