Actually i have just noticed that the "conditions" on the planet have changed to "deadly" although the population still seems to be growing. I suspect this is from an intel attack. I haven't moved any population to the planet, still the original population type. How do I fix the problem?

"Deadly" conditions shouldn't make a planet become domed.
Population hasn't dropped to 0M has it?
Unless someone else has some other suggestions, Perhaps upload your turn and I'll take a look at it.

One thing you can do is upgrade those facilities. I have a similar situation in one of my games and was able to upgrade the spaceyard and the mineral miners with no hoo-hoo.

Deadly does not necessarily mean no reproduction. IIRC, it means that the conditions value (not to be confused with resource values) of the planet (which is only in the map editor) is between 0 and 0.60. 1.0 is the average value, and it goes up to 1.50 for Optimal planets.

That might be a good suggestion for MM.
Make all "deadly" planets domed, regardless of atmosphere type / race.

If you construct a condition improvement facility on the planet, the deadly condition should eventually go away, right? Oh, but you can't build any facilities because of the dome... if you have religious tech, maybe you can put a nature shrine on one of the other planets/moons of the same system and the deadly condition should eventually go away.

You could always scrap some facilities until you're back under the domed limit.
Another option would be to keep a conditions improvement plant on all of your breathable planets, just in case.
