Those would be good places for system-wide bonus facilities (including happiness facilities and the population bonus facilities from organic or religious racial traits), space yards, space ports, system shield generators, training facilities, resource conVersion facilities, the "recycler" facility (the one that provides better return on scrapped vehicles) and resource storage facilities.

For as many planets as you can afford:
To increase the number of facilities
Atmospheric converters –
Down Side: Cost more and could be slower
Capture Populations that breathe that atmosphere
Down Side, Usually much Harder and Requires Micro management moving the pop around.

Cargo Storage Fill it up with units you will need or Weapons Platforms with Drone launchers,

Decoy planets to draw attacks.
Rename it to antagonize your opponent. This does not seem to work against the AI.
Build up defenses to the max,
Withdraw your pop to another planet
Let the enemy attack it

Build a shipyard then build Space Based Ship Yards and Repair bays and remove pop.

Use it to transfer items between allies by dropping the items there and gifting the planet back and forth

I do wish I knew what names you were using in a certain PBW game. I guess “Attack here you evil, smelly bugger” does come across as a bit obvious.

The patch that allows you to see on the screen what system wide facilities are in place has made this sort of thing a lot easier, it was an excellent idea. That said, I wish there were a better way to display what is on moons. Being in the habit of sticking such system wide facilities on empty little moons, I lose track of them.

Perhaps that should be changed to show facilities in the sector, not the planet

Yes, it would be nice to see information based on the sector as a whole. It would also be nice if the name of the planet did not overwrite all of the other information, if the actual population of the planets was listed, and if the current build item(s) appeared as well (ala Civ3 or SMAC). I would love to be able to fully understand the status of my empire by perusing my systems and not having to delve so deeply into the build queue and ship listings.

Most of that is already available on the (F5) Colonies window. Current and max pop on the General tab, current build and completion time on Construction. You only have to look at the build queue if you want to see everything in the queue.

IMO SE IV's current system is more efficient than the way it's implemented in SMAC.
