Thanks Rich. I noticed that with the AI as well.

Remember, a lot of the new tech has to be crossed researched. So some of the Race tech levels may show up as empty. Once you research an area such as computers all the way out, then things such as the Genesis device can become availible provided you have researched Gravitational and Stellor tech.
