AI Emergency Build

As for the AI building base space yards, check out my mod in the mod forum. It's buried there somewhere under all the other junk.

I have a little newer mod I'm still testing that has the AI building a ****load of colonizers as well. Maybe I'll upload it later.

I don't emergency build during the beginning and have not yet ran into any problems expanding. I think the AI problem with expansion is that it doesn't build tranports soon enough to spread the population to more planets early on.
