The AI needs to spend more. Build more shipyards,expand quicker and like we do,use emergency build early on. When dangerous ships approach a colony,pause production and build emergency units!
It always has resources. It needs to have the homeworld produce nothing but colonizers since that is where the population is to load them. It should build space stations there that can build more colonizers. And use other shipyards to build warships.
TO SUM IT UP,THE AI NEEDS TO BUILD MORE COLONIZERS AT THE HOMEWORLD,AND BUILD SPACESTATIONS THERE TO HELP WITH PRODUCTION OF THEM.
THE HOMEWORLD SHOULD BE ON EMERGENCY BUILD THE FIRST TEN MOVES,CRANKING OUT SPACESTAIONS AND COLONIZERS,AND THE SPACESTATIONS CRANKING OUT COLONIZERS. UNLESS IT DOES THIS IT CAN'T KEEP UP WITH US!

I don't emergency build during the beginning and have not yet ran into any problems expanding. I think the AI problem with expansion is that it doesn't build tranports soon enough to spread the population to more planets early on.
